
As a side event to the 18th session of the Intergovernmental Committee for the Protection and Promotion of the Diversity of Cultural Expressions, the International Federation of Coalitions for Cultural Diversity (IFCCD) and the Coalition for the Diversity of Cultural Expressions (CDCE), with the support of the Canadian Commission for UNESCO and the UNESCO Chair in Communication and Technologies for Development, are organizing a special event to facilitate and enrich dialogue between stakeholders on the recommendations of the Reflection Group on the Diversity of Cultural Expressions in the Digital Environment.
The event will bring together two experts who contributed to the work of the Reflection Group and two representatives of civil society for an exchange on the follow-up to the recommendations made and the central role of civil society in their implementation. Various civil society organizations will share their official positions and perspectives on how these recommendations can be translated into concrete action.

About the speakers
Pierre Trudel has been a full professor at the Centre de recherche en droit public (CRDP) of the Faculty of Law at the Université de Montréal since 1979. He served as the research director of the Task Force on Broadcasting Policy from 1985 to 1987. He is the co-author of the treatise Droit de la radio et de la télévision (1991). From 2018 to 2020, he was a member of the expert group responsible for reviewing broadcasting and telecommunications laws. In 2022, he co-chaired the expert group on harmful online content established by the Government of Canada. He is a regular columnist for the newspaper Le Devoir. His latest book, Droits, libertés et risques des médias, was published in 2022 by Presses de l’Université Laval.
Lilian Hanania is an Attorney (Paris and São Paulo), accredited mediator, PhD in international law, researcher and adjunct professor. Lilian has extensive experience in the cultural and creative industries from both a legal and commercial point of view. She is a member of the UNESCO Reflection Group on the diversity of cultural expressions in the digital environment, the EU/UNESCO Expert Facility, the Support group for discoverability of the Organisation Internationale de la Francophonie, and she is among the arbitrators and experts in trade and sustainable development for the European Union’s trade agreements.
Guillaume Prieur is the president of the IFCCD. A graduate in public law from the University of Rouen and political science from the Institut d’Etudes Politiques de Paris, he is the Director of Institutional and European Affairs of the Société des Auteurs et Compositeurs Dramatiques (SACD), the oldest authors’ society in the world founded by Beaumarchais in 1777. He is the General Secretary of the French Coalition and the European Coalitions for Cultural Diversity.
Viviana Rangal is the Coordinator of the Democratisation of Culture and Knowledge Line of Karisma Foundation, a Colombian NGO that advocates for human rights on the internet. Author of the Report on Artificial Intelligence Policies and Copyright in Latin America (2022), Cultural Rights and Digital Transformations (2024), among other research related to culture in digital environments. As a representative of the Karisma Foundation, she is a permanent observer to the WIPO Copyright Committee and is part of the group of civil society organisations for the UNESCO Convention on the Diversity of Cultural Expressions.
Destiny Tchéhouali is Professor of International Communication in the Department of Social and Public Communication at the Université du Québec à Montréal (UQAM). He is Co-Holder of the Quebec Research Chair on Francophone Artificial Intelligence and Digital Technologies (IANF) and Holder of the UNESCO Chair in Communication and Technologies for Development. Destiny Tchéhouali also acts as an expert/consultant for various governments and international/supranational organizations (UNESCO, OIF, European Commission, etc.) in the development and implementation of policies and strategies (national, regional and international) in the fields of culture and digital technology. Professor Tchéhouali is also a member of the Scientific Committee of the OIF’s Observatoire de la langue française, Chairman of the Scientific Council of the Agence francophone pour l’intelligence artificielle (AFRIA) and Chairman of the Board of Directors of the Internet Society’s Quebec chapter (ISOC Quebec).
